The Watcher, a rote cat and mouse suspenser, features Keanu Reeves as a decidedly uncreepy serial killer who likes to send photographs of his next victim to the drug addled fed (Spader) who's trailing him. Think ''Manhunter'' meets ''Blow Up'' -- with Hannibal Lecter's pothead nephew as the bad guy. Or just think ''Whoa.''
