IMPERILED? Not really. In this period gangster musical with an all-child cast, the tommy guns shoot whipped cream.
EMPOWERED? As the femme fatale who tempts the title hero (Scott Baio), Foster's Tallulah is vampy and self-assured beyond her years (Foster was 13 when she made this movie, the same year as Taxi Driver), so much so that she steals the picture.
